BETHESDA, MD — Abt Associates was recently awarded a project to implement Participatory Mapping and Planning (PMaP) for Millennium Challenge Account-Indonesia (MCA-I). This one-year, $3.6 million project will lay essential groundwork for the Green Prosperity component of the Millennium Challenge Corporation’s (MCC) compact with Indonesia, which seeks to increase investment in renewable energy and encourage sustainable landscape management.
Lack of clarity about jurisdictional boundaries— a problem called spatial uncertainty—abounds in Indonesia. Multiple claims on land and natural resources stymie productivity, hinder potential land investment, and limit sustainable natural resource management. Under PMaP, Abt will work with communities in Muaro Jambi and Merangin in Jambi Province, as well as Mamuju and Mamasa in West Sulawesi Province to begin village boundary setting. This work employ a methodology initially designed by Abt on the MCC-funded District Readiness Assessment Project, which was later updated for field testing by the Participatory Land Use Planning team at MCA-Indonesia.
As part of the project, Abt will develop geo-referenced databases with land use maps collected with help from unmanned aerial vehicles (UAV) to survey rugged terrain, conduct a detailed business processes assessment of District Spatial Planning Agencies, and marshal a team of experts on legal, regulatory, licensing, GIS and dispute resolution to work closely with stakeholders to improve transparency and accessibility. The goal is a modern land management information system.
